the one gun a month law kicks in, which will virtually eliminate handgun sales in NJ, as it also applies to dealers.
Don't count on it. If anything it's probably driven up handgun sales in CA. It creates a sense of scarcity and with it a sense of urgency to buy more handguns.

Blackeagle - I don't think you quite get it - it isn't just applying to customers - dealers will only be allowed to sell 1 handgun a month, with the exception of law enforcement, "collectors", and other dealers.

That's not per customer, that TOTAL, 1 sale, per month.

Problem's with the terminology, I think.

It's not that the dealer can only SELL one per month, but rather that he can only RECEIVE one per month from any source except another dealer. Once his current supply is gone, he'll only be able to take in (and thus sell) one per month because of the specific wording in the (consummately idiotic) law.

Bottom line - as I understand it - is that the new law basically says "nobody can receive more than one HG per month, except cops and collectors. This isn't meant to apply to transfers between dealers."

Since there's no explicit exemption for dealers receiving HGs from manufacturers or distributors, it will (arguably) prevent dealers being able to take delivery of (and eventually sell) more than one HG per month.

Seems to me that - since "between dealers" is exempt, they COULD take delivery from out-of-state dealers then sell, but that's about it...

EDIT: From http://www.evannappen.com/news.html
...KILLS THE RETAIL DEALER BUSINESS

The law contains language exempting “transfers of handguns between licensed retail dealers.” The term “retail dealer” is defined by current law in 2C:39-1L, and essentially refers to persons engaged in the sale or repair of firearms for profit to ultimate consumers. The definition explicitly excludes “wholesale dealers,” which are defined elsewhere in 2C:39-1S (which essentially refers to persons who sell firearms to those who are not the ultimate consumers).

Because the law only exempts transfers between licensed retail dealers, the one gun per 30 days restriction still applies to transfers from all others, including wholesale dealers, manufacturers, distributors and individual sellers. Most firearms sold by Retail Dealers are obtained from wholesale dealers, distributors and manufacturers. Many Retail Dealers also buy used firearms from individuals and resell them. It is rare for a retail dealer to buy from other Retail Dealers, which is the only exempted class of transfer.

As a result, retail dealers would be cut off from their primary suppliers (wholesalers, manufacturers, distributors and individuals) and can only purchase one handgun every 30 days from these suppliers. New Jersey’s several hundred licensed retail dealers are destroyed by this law...

Probably - the law is notoriously badly worded, and it confusing as hell. Short answer - this is going to f*ck up handgun sales but good in the garden state.

And thus it is a "successful" law.

I'm of the opinion that people in government serve far too long. 20 year limit max, that time includes armed forces, elected office, employment including internships and law enforcement. That would cut down on a lot of crap prosecutions coming from police departments. Oh, if you do the National Guard thing to pay for college and it takes you five years, that's five years off your total.

The citizen is king, not the government employee.
