I have no idea about the real situation, but this to me sounds like a classic unconfirmed rumor, like the "FEMA road signs".
The premise for this rumor is that authorities know something will happen, they know the time frame for it, and they know the area, and they are well enough sure about this information that they have told hospitals to be ready. But they presumably dont know enough to stop it, so they want to keep it a secret. If they know enough to warn hospitals, they know enough to have a good chance to stop it, unless another premise is that they dont want to stop anything (a conspiracy theory), in which case they really have no reason to warn hospitals either.
Now, if they tell hospitals to be ready, that's several hundred people that needs to be informed. Possibly thousands, given that the hospitals need to get personnel ready, order more supplies, prepare beds, and so on. And of all these thousands of people, not one have gone out to tell the media, told their story at the internet, or picked up and left them and their relatives from the area to get away from the hot zone. All that spreads is an unconfirmed rumor, without specifics.
I dont believe stories like this. If anyone would tell that many people that there is an attack coming in their home town, several of them will act on it, and the secret would be public knowledge.

The implication was an actual invasion from across the border.
Not a chance in hell is that gonna happen. Now is not the time for them to make a push on the border...not while we are allowing them to flow across the border in a quiet manner. Although, from a timing standpoint, this would be the administration I would choose to exploit if I were them. Having said that though, it just wouldn't make sense when they can swell their ranks on this side of the border without any loss of life.
Now I can buy into the threat of a serious swine flu outbreak that could likely tax the hospitals in the area...especially due to our proximity to Mexico...and latin American illegal alien super-highway. It would not surprise me one iota for there to be a huge outbreak of swine flu (or H1N1) brought here by our friends just coming here to make a better life for themselves by doing the work Americans refuse to do themselves.

But they will continue to be vigilant for a domestic source. Anyone who can fear an inanimate object, and these people are not stupid, just unwise, will also fear the owners of such. Of course they whipped themselves into a hysteria about right wing whacko's or whatever. Not that they don't exist, but the ones from the left do a ton more damage and are higher profile.
I have heard bitching from a couple of FBI agents that they have been taken off of "hot" terrorism cases to deal with phantom domestic issues. They feel very disrespected and want to catch actual bad guys. As hearsay it may stand up in court, but I would not put FUD out there if I had not heard it.
