I think it's image distortion from the camera taking satellite or aerial photos or it's how the program puts those photos together.

Aside from the dark humor considering the 10's of millions who would be in the path of that...
It would significantly disrupt global supply of all manner of things affecting us and the rest of the world. That's a huge swath of concentrated manufacturing that would be destroyed. Just the impact to bare printed wiring board supply alone from a Shanghai area hit would have a massive effect on US industry and economy.

Not a ChiCom expert, but I think a lot would depend on how successful he was in blaming corrupt (i.e. non-allied) public officials, or in sabotage by <insert troublesome ethnic minority of the day here> "terrorists", or in the extreme a US operation.
...even before I read MHI, my response to seeing a poster for the stars of the latest Twilight movies was "I see 2 targets and a collaborator".
Given the way they have tried to blame the US for giving THEM the Coronavirus, I think we can all easily predict the way their finger pointing will be directed when the dam collapses.

For those more familiar with Chinese culture, would the dam failing be viewed as Xi losing the mandate, or a reason why he has to consolidate power?
The Mandate of Heaven is lost when the ruler is overthrown. When things are going well no one will support or attempt to overthrow the regime. When things go bad that changes. So if it gets bad enough that he is overthrown whether from inside the CCP, or from outside the party but inside China due to rebellion then he will have lost the Mandate of Heaven. Until then he maintains it.
Keep in mind the East Africa had a massive locust plague. China’s flooding is hurting their agricultural industry, and East Africa is where they’ve colonized to grow food, while they’re continuing a trade war with the US. If they start going hungry all bets are off. Makes you wonder if that’s why they’re spending so much effort and money backing antifa, while being agressive with India and the south China sea. They know what’s coming and will need to act with some external conflict to get the resources they’ll need to prevent the regime losing the mandate of heaven.
This is the most dangerous the world has been in my life.
