I'm thinking they need to shut down all city services to the autonomous zone - water, sewer, power, internet (if it's there), garbage collection, etc. Then erect toll gates to pass in or out of it.

We'll see how "autonomous" they are.
Note to self: start reading sig lines. They're actually quite amusing. :D

There was an internet thing that it was Ian from Forgotten Weapons. Guess he looks like one of the leaders.
