The Israelis try to do the same thing these days before airstrikes. Hamas threatens the locals with death if they try to leave ahead of the attacks.
So, you're kinda screwed either way if you're in that hellhole.

Eventually, the locals should get sick and tired of ISIS fighters hiding in their schools and hospitals and eventually help kick them out? We can hope!

...oookay, it's well-documented that if you so much as lived in the same side of a city as a targeted factory and happened to catch an errant bomb or six, too bad, so sad, we aren't stopping; as is the fact that we dropped tens of millions of leaflets on Japan in the summer of 1945 alone, and even the New York Times reports that Israel gives people in Gaza warning before they start their attacks. Hamas also loves human shields, voluntary or otherwise. Well the Eighth Air Force and their British associates did burn dresden to the ground. That said most US bombing raids in europe were attempts to do precision bombing on specific strategic targets. The British were notably less fussy with what they hit during their night raids.

First off, what exactly do you think area bombing was? Yes, that was a British term, but the only functional difference between most of their target lists and ours was we maintained a pretense of calling precision bombing even when the precision target we were bombing included medieval hamlets that were on the list because "they have a road running through it" - well screw it at that point you are just bombing civilians to do it. Look, I'm not saying we were wrong. Heck, I might have even done it myself if I was in the shoes of those doing it. But don't pretend it didn't happen.
(BTW, we also shot prisoners and other such things at times, it was what it was.)

I don't think prisoners were shot, but after D-Day, and the Allied troops saw the machine-gunned paratroopers in the trees, you had to be a lot more emphatic if you wanted to surrender.
