My buddies and I played star wars on-line as a startrek away team. (I got to be spock)

It has nothing at all to do with your father in law's level of expertise, of course, but you don't need any certification beyond being an IA to sign off any mod that is approved by STC... Whether the STC holder will allow their mod to be done outside of their facility, or by who is another matter entirely, but that's their business. The FAA doesn't care beyond the paperwork being valid, and the actual work matching the paperwork. There is only one "grade" of IA, legally speaking.
