To elaborate just a little.... on Android by default you have certain abilities like adding or removing software (but you can generally only remove things that you yourself added). You don't have the equivalent of an admin account/local admin rights. That's what rooting is - giving yourself local admin rights. Installing a new ROM is the equivalent of reimaging with a new OS. Well all the different ROMs are versions of Android, so changing ROMs is like installing from someone's highly customized slipstreamed Windows CD.
BTW, I wound up getting my wife a Nexus 7 (2013) as a slightly belated Christmas present. Once I figure out how multiple profiles work in practice (not something I've bothered to look at before) I can try to help you (Weet) out with it.
