Have you tried wrapping it? I wrap my flowerpot smoker with old blue jeans and towels -- whatever I have in the rag bin. Seems to stabilize temps a bit even in warmer weather. Yeah they get browned a bit but not hot enough to burn.

A PID temp controller might be a worthwhile upgrade, if all it has now is a thermostat. Insulation wise your best bet from a cost stand point is to take a trip down to the big Orange store of happiness, a and get some unfaced batt fiberglass insulation. Not really ideal, but cheap and easy. A better way is to get some Hugh temp insulation board, and use that. Mcmaster Carr sells it, IIRC.
Propane`s big drawback is it produces a "wet" heat, vs. electric or charcoal, something that doesn't help when smoking.

Been thinking about that.
Here at work, we have some hi-temp aluminized fabric that is used to make insulation blankets for hot piping, mufflers, etc. I think it's good up to around 600 deg F or so. Maybe I can talk my boss out of a couple of yds of it.
