Hah! Nothing to do with oddball tax breaks, after all.

The camel is owned by a large church in town (like 2500+ membership) and they bought the camel for use in their annual Christmas production. The pasture is owned by one of the parishoners, who knows enough about camels to keep it well-fed, and controllable until the season starts.
