Some people deserve to be hit with sticks.
The restaurant owner would have been perfectly correct to tell the woman to clothe her child and remove the potty chair, or remove her entire party from the premises. Just because a parent is immune from the sounds and smells emanating from their offspring doesn't mean everyone else is.
My wife and I went to a friend's house for a cook-out some years back. They had another friend over, divorced woman with two kids, a girl maybe three years old and a boy about five-ish. Upon arrival kids stripped and ran around naked. OK, odd, but.... Then little girl squatted and took a dump on the lawn (which got her hosed off by the hostess), then the boy went to a corner of the porch and took a piss (he said it was an accident, but he obviously knew he had to go, found a convenient corner, and let fly). Hostess got angry, and mother said she thought hostess' house was a place there her children could be "comfortable". Sorry, comfort is one thing, acting like a poorly-trained puppy is quite another.

Little kids taking their clothes off... At a certain age, and a certain temperature, I can see it happening - it shouldn't be tolerated, but, esp. in certain settings - like taking off clothes to go play in a fountain, etc... meh...

If that happened while I was dining at a restaurant, or fast food joint, I would get up and leave. And I would tell management why I was leaving, in a louder than normal voice. I wouldn't shout, but as I am normally a bit soft spoken, I would raise my voice sufficiently so as to be heard 2-3 tables away.
That is completely unacceptable and the so-called adult mama needs to understand that others don't want to admire her little darlin's poop.
Whether I would pay or not would depend on how much food I had eaten, or how much I had to take out.

I'm shocked that Thanksgiving Point stood for this. That place has a very high-end reputation to uphold, it's in phenomenal demand for wedding receptions and similar events.
