Wideners sells a bunch of AR500 targets for the DIY crowd(IE, only buy what you need, the rest you fab yourself.
They sell 3/16" for rimfire, and 3/8" and 1/2" for centerfire rifle @ distances < 100yds.
Need to see if I can get ahold of some 1.5" scrap AR400 from work... Might be a bitch to carry around, but it should stop anything I can find to throw at it.

a 10x12 plate would weigh in at about 51#s... It should stop an RPG though.

Updates?

Also, how big are you going now? Make a full sized plate and see how it holds up...

Also, try adding some of that metal epoxy as a binder.

I bought one of there 3/8" AR500 Steel Targets Multi Pack with Free shipping and used the target plates for my 400 meter range out back. For $249 delivered, that is not a bad deal at all.

You might try an epoxy laminate of layers of steel and whatever material you think might best aid in causing the bullet to mushroom/extrude itself flat. Perhaps some high strength concrete reinforced with some type of steel mesh or a layer of resin filled kevlar honey comb material with an epoxy fiberglass encapsulation? This is no easy task nor inexpensive task when getting into kevlar honey comb materal.

These target plates stand up very well to FMJ and soft point standard rounds. One thing I did note that surprised me was that the 22-250 Superformance 50 grain Vmax bullet were able to make an approx. 1/8 inch crater in these targets even at 150 meters. I am not sure if this was due to the increase velocity or the Vmax bullets or a combination of both.

Wideners claims these can be shot with highpowered rifles no closer that 100 yards. They are probably right but I would personally step up to the half inch thick for anything .30 cal. and up maybe even .25 cal.

Wideners has some 3/16 targets but not square, rectangular or round plates though. I think this thickness would be best for a laminate.

Phenolic block/plate (if you can find it as scrap) might be a good choice as well. (as you can see, it is not cheap by the sheet)

You could also try making your own kevlar plates/laminate steel/other material layers by cutting sheets in the shape you want and impregnating them with expoxy resin or hysol.

One other material you might try if you can find it as scrap is titanium in a flat plate. Good luck with that. Titanium is extremely hard and strong yet light similar to aluminum. From my time in a past life as a helicopter maintenance test pilot, one of my jobs was battle/crash damage repair to recover downed aircraft. The rotor hubs and mast extensions on the UH-60 have been known to more than occasionally stop 23mm rounds from a distance. 12.5mm from a closer distance.

If you live near a military base that has aircraft, you might luck out and find some titanium scrap at DRMO. Just have to keep an eye out for various scrap items.

This was probably TMI but I thought it might give you some ideas to consider.
