martini, I didn't say NO was as bad as Tijuana, I was pointing out that just like the cops there, many NO cops took bribes just to survive because of the horrendously low pay they receive. Similar reasons (for taking bribes and/or graft), NOT similar departments.
I don't know how many times my brother should have been in Tijuana's prison, but each time he got caught doing something, he simply paid them off. A potential DUI in TJ cost him $40 (mid 1980's) to pay the cop off and he was back on his way home.

The whole thing is hypothetical since I wouldn't bring my family to NO anyway (or any place else where getting pulled over by the cops is as bad as confronting mobsters).
But as long as we are speaking hypothetically, I would move my family away - that's a life changing event. Then I would get mideval. I would use my every resource to ensure that he is ruined for life, physically, financially, and spiritually. I've got a real problem with the forgive and forget thing. I know it's not a very Christian attitude but I'm not a very good Christian.
