It finally got turned off at 0333. Heard the chirp, went to the window and looked out, and saw some dude walking away from it, and away from the house and down the street. Clearly there isn't even anybody there right now. Too bad the cops didn't get there first. They'll probably show up in another few minutes.

Guy might have disconnected (or perhaps cut one) the battery cable and walked away.

Call the cops everytime it so much as makes a peep. You have a legitimate gripe and they will get tired of dealing with it and take the proper actions.
