A compadre sent me the following message, and I'd like some opinions. Basically I told him NoJoy with his current setup, and he'd probably need a rail with some posMOA built in...
beyond that I told him that 900yd/200yd shooting with the same glass is stretching the capabilities of any optics, and pistol scopes might not last on a rifle (it's a Burris, so not too concerned)
I have my scope mounted on that forward rail on the Springfield Armory M1A Scout Squad.
I put my scope on my new rings, ARMS #22 Low with 1" inserts, and it is shooting 30MOA low (100 yd). I don't have enough adjustment in the scope to even be at zero at that range, and I'd like the scope to reach 700-900yd.
The objective is already 1/4" above the handguard, and I don't want to move it any higher.
What are my options in order of preferance to get the scope range I need? I want the scope mounted forward so I can turn it to 2X and use it tactically at short range with both eyes open. It's a long eye releif scope, I think 12-14".
I counted clicks, it's 1/4MOA clicks, and I have a bit over 100 clicks in each direction before the dial wants to stop turning.
My iron sighs knob indicates 24MOA to reach 700yd and 37MOA for 900yd. (I've used this knob to count clicks, then change my scope accordingly, so it's good for putting bullet on target at known range).

Your friend can go to taller rings, try a different scope (change make or model), or try shimming up the front of the scope mount. I don't know if shimming is possible on the Scout M1A. It isn't an option on my standard version. I am not familiar with how the Scout Squad mount is attached.
Is he hitting 30MOA as in 30 inches low at 100 yards or is it 3 inches...big difference...if it's 30" then he'd be off the paper completely and hitting dirt...
First off, make sure all screws are torqued down to the same limit and then move back and try it at 25 yards and aim for around 3" high...it is much easier to adjust and to see bullet impact and "other" factors don't play into the process so much...
After he is on the paper and where it should be then move out to 50 yards and try a few shots, repeat at 75 yards and finally at 100 yards...any problems will occur at the lower ranges and can be fixed as you can see where your bullets are going...
Remember that clicks multiple and divide by each step...¼" @ 100 yards is 1/8th inch @ 25 yards and ½ @ 200 yards...100 clicks will give you about 12.5" of adjustment at 25 yards and 25" @ 100 yards...
That, to me is the easiest solution but there can be other factors involved—maybe he can’t focus with one eye or both eyes at the scout mount distance and he’d have to move back to an over chamber mount or mid-way between…it’s quite common…I can’t wear bifocals for that reason although I don’t need them for reading but mid distance like computer typing and for distance but I can’t switch, or at least my eyes can’t focus, between the two ranges without given me massive headaches—so I just carry two pair of glasses one for distance and the other for every day usage and if I have to read the fine print I take then off…
Of course it could also be mechanical...the scope is toast, the rings aren't true or high enough the rail isn't tightened properly, he's not using a LER scope...If he changed it to a Holo/Red Dot sight would he be hitting any different...
It could also be another physical problem...both eyes open are for close in shooting, mostly, and he doesn't close his off eye when shooting distance...It almost, always, makes you shoot low……

I would suggest shimming the scope in the rings, above the scope in front, and below the scope in the rear.

Mine has higher rings to account for this issue, tell him to get new ones...
If he has 900 yards to shoot in, and does it on a regular basis, the Scout is probably the wrong gun to use. Even my National Super Match is pushing it hard at those ranges, and I would be hard pressed to do well, even with my Leupold.
My guess is he does not shoot much at long range, otherwise he would probably know the answer to the scout problem himself, ask him why 900 yards, and how serious he is. Then point him at Chris's post about the 1000 yard conspiracy for more info. SH of course can give him a doctoral thesis on the subject.
Tell him to keep it at a realistic 300 yards or so for his long range shooting with the platform he has.

Sorry, I can't as I know nothing of the mechanics surrounding the Garand or M14 especially optics mounting...The best I've ever done was I shot both of them but with standard sights...

I meant mostly what kind of materials make for good shims. I don't know if a strip from a soda can would be effective (as an example).
