Look at pawn shops for higher end stuff for a good price. My favorite tactic.
As for shipping to the EU, I have a feeling Denis will have no problem finding someone in the US who will ship to him...

P.S. The Porter Cable drill in the package I linked has an above average metal chuck.

For the little crap I do around the condo, Ryobi is fine. I wouldn't want to build a house with it, but it works great for hanging shelves and other relatively light jobs. I've always liked Porter-Cable, they make good stuff at a reasonable price. DeWalt is great stuff, but they always seemed a little pricey to me. But then, you may be willing to pay a few extra bucks to get their quality, or some of the other high-end brands'. I wouldn't buy anything from Harbor Freight with the expectation of it lasting or being precise. I had a B&D 12-volt drill for a while, but it was pretty lame. Their high-end stuff might be better, I don't know.

My impression is that Dewalt is the high end B&D.
