Can someone please explain this to me:

It appears to be two optical sites in line on a rail. What are they and how do they work together. I'm a professional photographer and I understand optics, but I just can't figure this out.

Is he a shooter, or a model? I'd wager shooter, because those look like custom ears, and the hat's worn brims folded to cover his neck and face seem to show he's used to shooting in the desert. I guess what I'm saying is, it's an odd little conundrum: a guy who looks like a dedicated rifleman, with scopes in a configuration that to me make no sense at all. Who am I? Hey, I've neither been there nor done that, so maybe he has a good reason. I just can't think of one.
It magnifier looks like the Aimpoint I linked. According to the ad it has:The rear magnifier is hard-mounted on the rail.
the ability to switch in a split second from CQB (Close Quarters Battle) to semi-sniping and vice versa.
