need some tech support help for a platform "blog"

Not really a blog -- I'm not sure how to do it. What I would like to do is have a searchable website, where, while the entire thing could be commented on/new planks suggested, so could the individual planks. Essentially, I want to be able to build a very fleshed out, developed platform, similar to the contract w. America, but more pervasive. I'd like to see it, eventually, developed into a actual plan.

There are a few reasons for it -- whether it becomes a Republican or a Libertarian platform is immaterial. I've been talking to the young Republican party members, and, many of us have decided to at least look at the Libertarian party. The GOP is, quite possibly, hopelessly corrupt, and while the Libertarians seem to be currently run by potheads, it would probably be easier to clean them up, than to fix the GOP -- IE, instead of campaigning on legalizing pot, campaign on individual liberty, and reduction of state power -- same effect, but giving an underlying philosophy, rather than appealing to few people outside of universities.

I think the "gunpowder" debacle pretty well proved I'm not capable of structuring it. While I wouldn't mind people commenting under their I-net IDs, I think it would be better commented on by "Mr. XYZ of BFE"

I think maybe some type of "wiki" set up might work well... It would allow footnotes, commentary, etc...
