It certainly sounded like it's the case in the season premiere of Leverage.
'Regulate' used to mean the opposite of 'constipate.'

Huh. I'm surprised they're not afraid of biting the hand that indirectly feeds them, or at least biting the hand of a friend of someone who runs their entertainment company.

Well, it's not a strongly implied Soros nod, more of an international crime lord and sugar-daddy to third-world dictators without any overt political slant. But he is an evil billionaire.

Well, there was Mr. Drummond on Diff'rent Strokes, but he might not count, as he was only a multimillionaire and it was only the 1980s.
