I dunno, since it's not actually a firearm, nor does it have an explosive warhead, it may fall under the Model Rocketry rules..
26 USC 5845(e) Any other weapon

The term “any other weapon” means any weapon or device capable of being concealed on the person from which a shot can be discharged through the energy of an explosive, a pistol or revolver having a barrel with a smooth bore designed or redesigned to fire a fixed shotgun shell, weapons with combination shotgun and rifle barrels 12 inches or more, less than 18 inches in length, from which only a single discharge can be made from either barrel without manual reloading, and shall include any such weapon which may be readily restored to fire. Such term shall not include a pistol or a revolver having a rifled bore, or rifled bores, or weapons designed, made, or intended to be fired from the shoulder and not capable of firing fixed ammunition.
<EDIT> Oh, and here's a link to the minicartoon featuring the device in question</EDIT>

Shouldn't the sights be on the side of the launcher? :P

It would require a Canard wing on the chain bar to stabalize the thing in flight...

Need to lose the kick-back bar.
POLITICIANS & DIAPERS NEED TO BE CHANGED OFTEN AND FOR THE SAME REASON

A person properly schooled in right and wrong is safe with any weapon. A person with no idea of good and evil is unsafe with a knitting needle, or the cap from a ballpoint pen.

I remain pessimistic given the way BATF and the anti gun crowd have become tape worms in the guts of the Republic. - toad

What starts the saw? Does the rocket motor have a little turbine in there to spin the blade?

This does remind me of our old friend Stiletto.
