It's not just a handguard, it's a solid aluminum freefloat tube with rails. If one needs/wants a rail system like this then it's a good deal. I have a similar rail set up from Troy on my rifle that I got mostly because it was only a few dollars more than an upper with regular handguards.
ID is 1.45" But it's also open more toward the top (as you can see in pics), but I can't find the exact measurement.
It also uses a stock M4 barrel nut, so no worries about slipping a propriety nut over your muzzle attachment (if it is permanently affixed like needed in NJ). Even if your cut-down FSB isn't low enough, you can order the model w. the cut-out that accommodates the FSB
Is that the kind of railed hand guard that can have a flip up front sight screwed on? Please forgive the stoopid question - I'm getting a little bewildered over all of the available options and it really does seem that the AR-15 is the Barbie doll for adult males.

If you limit yourself to just quality stuff the amount of crap you have to sift through drops considerably. The tough part is learning to tell the crap from the good stuff.
