That's really true! After the RIF's have discredited themselves in a given area (the best way for us to pacify a difficult town or city in Iraq was to let Al Qaeda control it for a while....) they tend to have problems recruiting suicide bombers. So they trick people into doing it. As in "mental defectives who don't realize they're wearing explosive vests bombers".

Kamikaze bombers?

Giving the modern-day folks too much credit. At least the kamikazes were acting in a military manner, directly attacking regular forces. None of that 'blowing up pizzerias' shit for them, hell they (and the Japanese in general) even disdained attacking our logistics.

But they also had trouble recruiting, and had to resort to some really dirty tricks.
