Yup. Knew a dude who did that - twice. Went to court and got the RO claiming he was deathly afraid of the individuals, waited until the circumstances were "right" and shot them. Never served a day in jail.
Nice story, but the restrainee has to be served with notice of the order, so what did he do, figure out where they'd be and just pop around the corner?
