Louisiana Plans Evacuations as Gustav Stalks Gulf

Friday, August 29, 2008

NEW ORLEANS — The solemn ceremonies for the third anniversary of Hurricane Katrina on Friday for the most part were blown away by Tropical Storm Gustav, which threatens to become a hurricane and poses the biggest threat to New Orleans since the killer 2005 storm.

An early morning symbolic burial service in honor of the unclaimed bodies left behind by Katrina, and a bell ringing service scheduled for 9:38 a.m. CDT — when the first levee broke inundating the city — were the only events that remained on what would have been a day of remembrance of the devastating storm.

Instead, preparations were under way in the event Gustav strikes early next week.

The National Guard was scheduled to begin convoying supplies and troops into New Orleans on Friday, while some nursing homes and hospitals planned to start moving patients further inland and the state began moving 9,000 inmates from coastal lockups.

An evacuation order for New Orleans was likely, Mayor Ray Nagin said, but not before Saturday Meanwhile, residents of areas further south could be told to leave starting Friday, Gov. Bobby Jindal said.

Here's some choice tidbits from the story:

If an evacuation is ordered, the city will also put a curfew in place, Nagin said. Anyone who ignores the evacuation order and is on the streets after curfew will be arrested, he said.

The city said it is prepared to move 30,000 residents in an evacuation; estimates put the city's current population between 310,000 to 340,000 people. There were about 454,000 here before Katrina hit. Unlike Katrina, there will be no massive shelter at the Superdome, in fact, no shelter at all was planned for the city.

They outta stress over and over that anyone that chooses to stay will get no help from the government.

I think they are, which is why there's no central shelter like the Superdome this time.

There wasn't supposed to be one last time, either. That's why you ended up with 20,000 people being watched over by 150 national guardsmen who had no ammo, and a similar number of NOPD, who did but not in calibers the Guard used. (Glock 23s and random shotguns don't have much interchangeability with M-9s & M-4s...) One of my CERT instructors was there, and says that it messed him up worse than the body recovery after the storm did. :o

Well, it looks like I may have dodged a bullet. I am sitting at my house, but my county is under a mandatory evacuation. It looks like we may get 40 MPH winds and a few inches of rain.

I have my grab and go bags just in case. If I have to go to work, my boss has told me that he can get me a pass to get past the Deputies on the bridge so I can go home. The generator is gassed up, propane tanks are full, and I have food.

I wonder if Cyber has bugged out. I hope things go well with him. Termite might get wet too. He's inland, but they're expecting a lot of rain in North Louisiana.

Actually I'm in central Louisiana, but yeah, we may get 9-15 in of rain. About the only thing I haven't done is plywood the windows, and because of the new insulated siding, there's really nothing to attach the plywood to anymore unless I nail or drill thru the flashing/siding which I don't want to do; it'll ruin the weather seals. Forecast here is for 60-70, gusts to 80. My houst is somewhat sheltered by my neighbors, it's not like it sits in the middle of a 1000 acre field. I thnk we'll be alright.

Termite,

I hope that you're right and everthing goes well for you. They make some plywood clips for brick houses that might help you. I don't know, but when you have time to check out the local Home Despot it might work. Also, you might use screws with metal and rubber washers. I'm thinking about the kind they use to secure steel roofs. That may protect your weather barrier.

I have storm windows on everthing except the garage. When I lived in Beaumont, I drilled holes in the brick and put nails in the holes and put wedges between the nails and the plywood. I only lost one piece during Rita. My neighbor's wind turban took it out.
