Read that its due to their complete kits that included everything to build a gun, with the 80% frame. ATF has decided that even though the frame is still an 80% it constitutes selling a firearm and requires a serial number and all legal operations.

Typical ATF (and all federal police agencies, and most of the state and local ones too). If people are mass buying, building and selling 80% guns, that is already against the law. Go after them. But that requires work and leaviing the desk and dealing with ikky people. Polymer80 has a fixed address and they will be quiet and not fight back if raded - so that is where they go. It is just bureaucratic laziness.
