security system advice needed

A section 8 project has gone up near the nice area where my friend's father lives.
He's an older gentleman, mostly deaf, didn't hear the burglar break the window, and won't get a dog.
A security consulting firm will be doing some work on his house, but I thought I'd ask for advice.
Is there some kind of portable device that he could carry w. Him, which would give him video feeds, etc?

This was the first I found. It might be a little bit limited, but it's portable and pretty cheap.
I've seen small wireless monitors of this size that you can hook up to a babycam, or to a video security system up to 4 cameras.

Any kind of PDA which has a wi-fi connection should be able to stream video from a server. Record the camera feeds to the server.

The various progressive gubbermint agencies say integrating section 8 into the nice places will get the 8ers on the right track. All of the bangers turn into upstanding citizens. No crime. No degradation of property value. No stress. Everything is good. He has nothing to worry about.

Thanks guys, I'll be sure to pass it on - I'd really prefer he get a dog as well, but he really shouldn't be living on his own anymore (which is another reason I'm pushing for a dog -- old men who won't admit they can't take care of themselves/won't try, will still try to make sure their dog is seen to.)
