IIRC the Russians had a 9x20 ammo with a bullet that had a dense plastic body and a small hard core. If the bullet hit flesh the bullet would stay together except the plastic would deform. If the round hit a body armor plate the core would separate and go through the plate. This was all in print IIRC and no video.

I think you're thinking of 9x39, which had blue tips to designate AP rounds, but their was no plastic involved

It was for a pistol but I may have got the overall length of the round wrong. I remember reading it was pretty hot. It might have been 9X21?
