I'm in.

I like the target amount - make sure you calculate it based on some realistic number of people who might contribute. I.E. don't divide expenses by the total number of registered users - the target amount would be too small.

I also like the payback scheme.

I don't understand the 503c thing, but I'll kick in toward it if you guys think it's a good idea.
Note to self: start reading sig lines. They're actually quite amusing. :D
