The PTAC blem kits (from Palmetto) are even less expensive, today's special of a 1-8, 16" nitride barrel M4 kit is $389, with blem lowers being $70. It's a flattop upper so some optic or buis is needed, better the price, not bad.
PTACs don't have the best reputation for quality. Although that may be getting better. I haven't done any recent research.

I have 2 of their mid-line stainless Freedom uppers and am quite happy w. performance for the buck.

I looked at the Ruger. It's nice, the delta ring is a big plus, but I dont like the way they changed to location of the front sight tower pins. They are on the top of the barrel insted of the bottom. The pins should be tappered and not fall out. Have your frind call Ruger.
Smith's new Sporters are nice and the local shop has them for under $600.
I have been using the PSA PTAC kits to do budget builds and have had great luck. They are just bulit from blem parts.
I think it cost me $460 to build my last one.
If you hunt around you can find good deals on parts. Here are a few places to look.
JSE Surplus: Great price on parts and barrels
PSA: Rifle kits and complete uppers (sign up for their email for daily deals)
Delta Team Tactical: great price on parts, optics and upper build kits.
M1 Surplus: all around good prices, but outstanding prices on slings.
CDNN: they always have good deals
Optic Planet: Good deals
Fat Boy Tactical: good prices, Anderson lowers for $39.95
