I don't think she owns a purse. She has a clutch for fancy going out. This would be a range gun and open carry. (it's Arizona after all)

Leaning towards Glock19, CZ compact, 1911 Commander size.

My sister-in-law has a Sig 938 that she loves. She's also 5'0" with tiny hands and shoots it well. Pretty much every small woman that ever has shot it has decided that it's the best gun for them.

CZ75 Compact loves my hands. Nice package. Try a CZ RAMI 2075 alloy frame on for size too, a bit lighter if that matters.

Almost a CZ..... Can you get an ambi safety on an EAA Witness?

ISTR that one had some early reliability issues. Have they sorted that out, is that one solid now?

If she's comfortable with a 1911, any of the lightweight commander-length versions are pretty good. I've got a Kimber Pro Carry that is my main carry gun that has been great, and the Rugers that I've handled (in the aluminum frame, short barrel persuasions) have been dead reliable, although not the most accurate around.

Add an ambi safety, and you'd be good to go, I'd say.

You can buy an aftermarket one from EAA/Tanfoglio. It's around $100.
(at which point you might as well pay the premium for a CZ)

The HK P30S also fits the bill. Ambi slide release, mag release, and safety. It has interchangeable side and backstraps, is a darn comfortable gun to hold, with several trigger options.

Yea, it's expensive.

Not Serbia, the Slovak Republic. A Slovak colleague of mine is trying to get one at the moment... I will report on it if she succeeds and I get my paws on it. I saw them at the IWA a few years ago, and the display models looked fine.

My suggestions:

CZ75 of some sort; SP-01, Shadow, etc. Lots of nice parts, colours and variations available. Personally, I'd avoid the SP-01 Tactical, as I don't care for the decocker/crunchenticker action, although the one I had worked flawlessly, and was very accurate.

IMI Jericho 941

or, the daddy of both of those designs - the Browning High Power. See here: http://www.cylinder-slide.com/lady.shtml

Whatever you get, go for slim grip panels for the ladies - this makes the pistol much easier for smaller hands to hold.
