First, I don't blame rape victims for the actions of the criminals. I DO however, know the difference between a rape victim, and a rape volunteer.

Interesting, I don't suppose there is any case law with regards to what constitutes "negligently failing to take proper precautions". He DID lock it inside his vehicle, and did not just leave it somewhere or in the bed of a truck. That may well be enough to overcome the "negligently" part.

Clearly no safe deposit boxes contain sealed padded envelopes, either...

The bigger problem is that safe deposit boxes aren't safe - the US government has raided them (IIRC, for gold) on at least one occasion.

Where do you get that? People keep both in bank safety deposit boxes all the time.

IIRC, in Louisiana there's no law about walking into a bank with a firearm, other than the standard CCW law; at least not that I'm aware of, maybe Pawpaw can comment, he's pretty up on Louisiana's Revised Statutes.
