Chris, you’ve got to answer or ask a few questions of yourself…
Will I be shooting 600, 800 and the occasional 1,000 or the other way around?
Because if you’re going to be a 600 yard shooter then why fix what isn’t broke and get a .308…enough charts for loading and velocity tables out there to shake a stick at, not as loud, expensive, as much recoil or barrel wear…
Do I want a BR or a tactical caliber?
6.5x284 is a great 1,000 yard cartridge but it isn’t very much more powerful then a .308
Single shot or magazine?
Magazine, internal or drop down box?
Factory ammo or handloads?
If handloads, standard or wildcat?
Like HTRN said Barrel – 26” and don’t even considering anything shorter…
Actions: Farley, Lawton, Surgeon and don’t forget that Nesika Bay is also making excellent, tournament winning tactical actions and rifles…
After that’s all said and done why not just contact some nice folks in the thread Custom Rifle Makers – Page 1 under Tactical Rifle Makers and they’ll build you one…Iron Brigade are excellent as well as Texas Brigade, Tactical Rifles, G&A Precision and Patriot Arms-Genesis

Re: The thousand yard conspiracy
Both Tactical Precision and Patriot Arms have stock .300 Win Mag rifles in their inventory/products listings and .300 WSM as well, which is tearing up the tactical scene like 6PPC did for the BR shooter…making believers and preachers out of die hard long/standard action fans…so is the .325 WSM…Winchester done real good on those cartridges for tactical/F-Class and 1,000 yard shooters
I know Tactical Precision’s work quite well and Patriot’s to a lesser degree and both make a fine product that I wouldn’t hesitate to buy…

.300 Win
The reason I asked about the 600 yard range is if that what is mostly shot at then get a BR caliber and rifle designed for F-Class...Any of the new 6mm calibers will do the job, 6mmBR, 6x45, 6x47, 6XC, 6PPC...lot less sound signature and recoil and unless you run hot little barrel wear...
Berger Bullets has a .30 cal, 190gr and 210 gr VLD Match and a 210 gr VLD Match BT bullet that is just phenomenal…
An idea for contemplation: don’t get any of your optics yet! Order your gun bald, just base and rings…
Pay to ship High Speed’s scope over and save up and get yourself a top end scope next year…His will do quite nicely in the interim and this way you can get a custom action as opposed to a blueprinted Remington 700, get a pillar job and bottom metal for a box magazine (available as 4 or 10 round) and this way when your through you’ll have a $5,500 rifle not a $4,000 one…
You don’t need much more then 20x to 22x but you need a 55mm or 56mm objective lens as opposed to a 40mm or 42mm and definitely a 30mm tube not 1 inch (25mm)…a 20 MOA base rail is about ideal but I did see somewhere a 25 MOA base rail that might be better due to your size—it will bring it up higher to your eye…You’ll probably need the high position rings—where the bottom (ring base) is higher then standard rings, again to make it easier for you to cheek your gun…

Re: The thousand yard conspiracy
Simple solution. Buy the 300 Win Mag M70 Super Grade I have for sale (early 90's Classic w/ CRF).
Of course you'd have to suffer the shame of sporting a fine walnut stock next to the Tactical Tommies w/ their tiger strip camo stocks, but it's been professionally bedded and will shoot 100 yd cloverleafs w/out the barrel even being fully broke in.

The Surgeons are excellent actions.
I feel like I'm trying to pass a porcupine everytime I think of paying $1000+ for an action that isn't marked Rigby or Holland & Holland.
Good luck, this one has gone way beyond me.

OK, now that that’s decided let’s look at parts…
Bolt Handles, Bottom Metal overlap with a number of companies like,
Pierce Engineering excellent products for tactical including an overlooked by many 700 action…I came across them when they were favourably mentioned many times at 6mmBR.com in lots of builds…
Badger Ordnance,
HS Precision
and straight bottom stuff is
V-Bull Precision and
Williams Firearms Co.
while bolt knobs is only
Liberty Bolt Handles from Big River Tactical
Actions
B A T Machines – favourite maker, perfection
Nesika Bay – Now part of Dakota and just called Nesika
Surgeon Actions
Lawton
Hall Mfg.
Kelby’s -- Stolle
Stiller Precision – Viper
Pierce Engineering – see above
RPA Precision – UK made
Borden
Montana Rifleman – also has some good barrels
Farley Mfg. – Check out the scopes—supposed to be the cat’s ass!
Time Precision
MT Engineering
Check out the under priced highly rated Pierce Eng. action which is like a Rem 700...

Re: The thousand yard conspiracy
By an interesting coincidence, Stiller is located only a coupla miles from Kim, in Wylie.
I don't understand why you're getting a prethreaded and shortchambered barrel if you're gonna have somebody else finish it. the whole idea behind them is somebody can rent a reamer and finish it themselves. Otherwise, I'd say just ship the action off. Many of the barrel makers will fit barrels(I know Pac-Nor & Hart does). Personally, I don't care for Shilens - They seem to turn out far too many soso barrels for my tastes. Personally I'd go with either Hart or Lilja if utmost accuracy is a concern(I really, REALLY like Hart barrels), and Pac-Nor for everything else.
And oh - if you want the McMillan stock, order it NOW - they have something like a 6 month backorder.
Why do you want a muzzlebreak anyway? This is going to be a 11-13lb rifle in a medium bore. The recoil isn't going to really warrant it, and the noise factor will make shooting it much more unpleasant.

What thread is your guy recommending for the brake Chris ?
I'm always paranoid about stress relieving a heavy barrel when I cut and thread it for a brake or suppressor. I haven't had one go bad yet, but you do hear about it.

Re: The thousand yard conspiracy
Chris, my point was, if you're having a smith play with it, why bother with prethreaded? About all you're saving is an hour or two of the smiths time. They're deliberately cut on the small side, which means a less than perfect fit. If you're gonna have a smith do it, it doesn't make any sense.
I personally wouldn't want to trade off the noise for a slight decrease in recoil in a heavy rifle for a large increase in report. But then, shooting a 9lb 375H&H doesn't really bother me either.
For a brake, I suggest a Vais if you haven't decided on one yet, and have the smith set it up so it's removable(don't forget to get a thread cap!).

I just want to say that, though most of this thread goes way beyond my knowledge and understanding of long range shooting, I am thoroughly enjoying reading this (and marveling at how much these components cost).
