Personally, I see NO REASON why a resident of DC, who has a legitiamte right to buy a gun, can't go to Virginia, buy one, and carry it into the District.

Logical, reasonable, Constitutional, however, that's not the law. :x
The use of the word "but" usually indicates that everything preceding it in a sentence is a lie.
E.g.:
"I believe in Freedom of Speech, but". . .
"I support the Second Amendment, but". . .
