Actually, BATFE considers it an NFA item, as it turns a pistol into a short barrelled rifle.
It's stupid, as the firearm would technically be the NFA item, but...

I see why they would call these SBR's, because no pistols have factory barrels long enough to make it a rifle, but it still sucks. If they made one that worked the hammer on a SA revolver, I would get an Uberti Buntline so I could get a Cornershot..

Yes, but it attaches and the attachment is 'permanent'. And as soon as you attach the stock it becomes an NFA item like the Mauser C-96 stocks were, for years the attaching irons were "verboten" unless you registered the weapon as a SBR.
The weapon itself had nothing to do with the stock unless the stock is attached but that's not the way the FAT'boys see (saw) it.
