"If they fled knowing (Ramos) was dying at the scene and they were all responsible for the commission of this felony, then they could be held liable for that," Treviño said.

Whaddya mean, HAD a license and a clean criminal record? He HAS a license and a clean criminal record. That's not a very successful way to start a new gang, unless you wanna' name it something like: "The Dead Homies".
