Minor injuries? Someone either didn't know what they were doing, or it's just a scare tactic. There's plenty of room in that size flashlight for some serious bang-stuff.

Could it be someone trying to work themselves up? I would think even black powder would be enough to kill someone, at that proximity and w. that much volume.

On May 24, in Phoenix, the flashlight was found by an employee of a Salvation Army Rehabilitation facility while sorting through donations to the Salvation Army. Two individuals received minor injuries in that explosion, said ATF.
They put it in a Salvation Army donation box?!
That's some bizarre mind-set right there.
Although it's equally sick to leave it in some bushes. Suppose some young kids, playing in the bushes, find it.
