I have a question....
Well actually two questions....
Is PA's Concealed carry list public or private?
In Pa you you must go thru the state to transfer a handgun, is this list public or private?
There will not be a quiz though I do have some follow-up questions....

I don't think either is, but your best bet is to ask over at PAFOA.
I will say the Staties took forever to admit keeping the handgun list because it's clearly in violation of state law, despite the PA supreme court saying otherwise.

To my knowledge, the CCW list is private. If you see me on there, you'll know. You don't have to go through the state to transfer a handgun. Go to any FFL, and they'll transfer it for a fee. I believe that you can also go through the county sheriff, but if they're a scumball like mine was, I wouldn't bother.
Now, more interestingly, there actually was a memo sent by the Department of Justice to the PA State Police that said that their retention of the PICS check (PA Instant Check System) was a de facto registry, and that they were to destroy it immediately. Of course, they didn't comply. This information is still private, though I bet that nearly any law enforcement officer could search it with cause. BTW, I do have a copy of that memo, if you want me to post it.

Okay, it did open for me, but someone else let me know if it works. It's a crappy PDF scan of a letter copy.

It worked. Gave me a headache reading it. But it worked.
