Well, calibers aside, I dont think anybody would be happy getting shot by anything.
So in a SHTF scenario, I would think that most people getting shot at would rather relocate to other places than check the caliber of the incoming fire, to see if they want to press the issue.

The way I see SHTF scenarios is that you will be defending an area, either your property or a vehicle you use to move away with. In either case, noone will just walk up to you and ask for change, and the presence of any kind of firearm will be a deterrant. And if you have lots of ammo(that's easy to carry), you can lay a pretty good suppressive fire.
Seeing this thread made me google up some .22 machineguns, both drum fed and belt fed, and I think anyone being met by any of those would turn around pretty fast. :)

But I dont feel I'm very qualified to discuss pros and cons of different calibers.
My experience is that *any* gun will make most attackers run, be it a shotgun or a rifle. But that's just my limited experience.

Probably the most useful thing about the .22LR cartridge in a SHTF role wouldn't necessarily be for defense - it would be to keep food on the table. No sense in wasting a big honkin' round on Fluffy the bunny or Chip and Dale. You are gonna have to eat (says the fat guy).

The emphasis on handguns that can kill with one shot to the torso almost CERTAINLY comes from video games. I'm not suggesting that someone with years of experience and expertise can't come to the conclusion that this property is important, but that for Joe Shmo, he remembers using a Desert Eagle in a videogame and how it only took one shot, man wouldn't it be nice if he could have that in the real world? Then he wouldn't have to count on most of his shots hitting... etc.

A relatively inexpensive firearm and relatively inexpensive ammo in an easy to shoot package , makes for a quick study , in a SHTF environment.
And as previously noted, effective for suppressing fire , particularly your newly trained folks, whom you now rely for your suppressing fire, while you remove the threat with your 308 .

Heck yeah the .22 is a good thing to have around for an emergency situation. It's quiet. It can kill up to medium sized game with very careful shots. It's a great trainer. You can afford to shoot it. It can easily kill or incapacitate an attacker, just imagine taking one to the knee or neck.

Sure there are better choices for self defense, but in a true SHTF situation I'll probably be more concerned with getting a squirrel or bunny for the pot than I will be with fighting off the mongol hordes. Pound for pound a .22 and 1500 rounds will probably be your most valuable piece of kit if TSHTF. It'll feed you, train your friends and family and it can put the hurt on those MZB's, should they come around.

Something else to consider, .22 ammo Could be used as a form of currency after a SHTF scenario.
