If she's really averse to the 20 gauge, what about the Mossberg 410? Minimal recoil and much more hitting power than most handguns.

hadn't thought about a carbine or lever action.
BIL primary argument against the shotty is unwieldiness so he would have the same argument against a carbine / lever action. I think my sister is afraid of shotty recoil. I should probably take her shooting with a borrowed 20 ga so she can see it is half that of a 12 ga.
IMO she should have a handgun (revolver in .38 sp) AND a 20 ga, but we are still a few months away from his departure, so I assume we are still as many months away from a decision.
The good news is I have been allowed to begin training my nephew in safe gun handling. At age 15 that is only about 10 years late, but better than never.

M1 Carbine. 15/30 round magazine. Low recoil. Small size.

See if you can find one of the Rossi M92 16" carbines. They're not expensive, and people don't find lever actions to be scary looking, at least if they're behind it.
Maybe the large loop lever would even help with her carpal tunnel. Looking online, they can be had for under $400.

The sister has agreed to go and fondle guns on Monday. Her day off. The BIL is happy and perhaps by doing so it will help jog her memory of the gun that favorite gun she shot once 15 years ago.
She is now also willing to test shoot a 20 ga when I can borrow a buddy's.
Still won't see the need and believes it needs to be under lock and key, but I think I can work on that part as her kids come to my house and my BUG is often on the coffee table and no one touches it or even pays much attention to it anymore.
