I think he's saying the law allows all people not just police officers. As in, all police officers are people but not all people are police officers.
And may I say, from a moral point of view, I think there can be no justification for shoving snack cakes up your action.

Reading the law, it applies equally to EVERYONE, unless there are exceptions spelled out in other parts of the code, although police officers are generally given more latitude in defending others (it's fairly expected although not required) unless someone's under DIRECT threat. For people under DIRECT threat, it appears both police and private persons have the same ability and justification to defend someone else.

Personally I don't think shooting at a fleeing person in a vehicle is a good idea. The likelihood of you hitting anything is slim, while the likelihood of hitting something you don't want to hit is vastly increased over most defensive shooting situations.

Double action revolver.

Insect (apparently) had 2 previously-fired chambers - indicating he'd fired 2 shots after his last reload, prior to this incident, or perhaps left two chambers empty - we'll assume he fired them.

Now... Starting with (say) 6 full chambers in a revolver whose cylinder rotates clockwise from shooter's perspective. Let's number the chambers from 1 to 6 going COUNTER-clockwise, so they'll be "fired" in numerical order.

Insect loads revolver with chamber "6" under the hammer. Pull the trigger, hammer goes back as cylinder turns, then when the next chamber (#1) is properly aligned, the hammer drops and "BANG!"

Now there's an empty casing in chamber "#1" under the hammer.

Pull the trigger, hammer goes back as cylinder turns, then when chamber "#2" is properly aligned, the hammer drops and "BANG".

Now there's an empty casing (chamber "#1") to the right of the hammer, and a second (#2) under the hammer.

Had said insect done nothing, the next four trigger pulls would have resulted in fired rounds (#3, 4, 5 and 6), but they did not -- he pulled the trigger two times with the hammer striking an empty chamber.

Ergo, somehow he managed to re-set the cylinder back to his starting position - hammer down over chamber #6 - thus ensuring that his first 2 trigger-pulls would fall on pre-fired casings.

This is not something anyone familiar with his weapon (and sober enough to see) is likely to do...

Make sense now?

The guy could have a weak firing pin spring or a bad pin. that or crappy handloads. Regardless, lucky cop.
