Another angle I've not seen explored is that his "under the radar" methods may also include the reduced enforcement we've been seeing. From what I've heard, enforcement and convictions for gun crimes are way down. Could it be that one particular facet is to ease up on enforcement to allow crime levels to increase, making it more likely that we'll see more shootings, and use that as a way to push for restrictions?

Nope, too many self centered careers depend on the opposite. Crime goes up when economy goes down.

The term sociopath is really broad and covers a lot of territory.
The most common in politics would be NPSD, exhibited by a true belief that the individual is better/special and is used as a platform to lie, manipulate and decieve to self-elevate at the expense of others. Ironically, because doing so is a service to those "others".
APSD is similar but also involves the element of being willing to use violence (not just physical, but social, emotional/psycological) to achieve their goals.
DPSD also probably common in politics is the disability in associating the proper logical thought process with a specific stimulus and the proper emotional response to a stimulus.
And, there are a more specific classifications that fall into the term sociopath. But yes, these larger operations like fast and furious fit the bill, and the way that they are handled. Look at Benghazi, the entire way it was handled is riddled with clues to NPSD which dear reader pretty much nails trait by trait. Unless what actually happened in Benghazi was an attempt to get rid of certain people then APSD comes into play.
In any case a sociopath will ALWAYS make sure their ass is covered at any cost. The reason being they are special/better and we are all dependent on their superiority as well as the belief that even if we did agree or support were not smart enough to understand their complexity and intelligence anyway. So, uncovering it, not likely.

A sociopath may not recognize authority enough to bother with the coverup.

Not for the exact reasons a normal person would. They have a very polished persona that takes years of work and controls their personality. They don't just cover up big dangerous crap but everything is fabricated or "adjusted". They recognize authority in the context that the truth isn't worth the risk to their image. Why be transparent when no one else is smart enough to understand what they are seeing anyway?
