Let's not forget this was a rifle often 22's are talked for defense in pistols, but there is a pretty good velocity difference. This was likely 40 grains at 1200-1400 fps, thats faster than both 9mm and 45. Think of it like this, what's the 600yard velocity on 5.56 and what the energy difference between these two?
.22LR SOLID(not HPs) high-velocity or hyper-velocity bullets from a rifle will penetrate a lot more than many people may think. Like a grown cow's skull. I have put down several crippled/badly ill cows with a .22LR rifle.

OMG, I can only think of the slagging he got back at the base for having such a damned-hard-head, that a 12.7 couldn't penetrate!! Personally, I'd be DAMNED PROUD to have that moniker, after all, it's CERTAINLY a LOT better than the other outcome!!!!!

You are correct that "Relative foot pounds don't mean a thing..." What counts is that the absolute foot pounds are sufficient to penetrate enough body mass to disrupt vital organs to failure. That's as true for an elephant as a man. A .375 H&H has enough muzzle energy to penetrate to the vital organs of an elephant - about 4,500 ft-lbs of ME. Your average African bull elephant is about 15,000 lbs.

For a .22LR out of a rifle, the absolute foot pounds of muzzle energy is 115 to 140 ft-lbs - depending on brand (velocity). More than enough for a man (150 to 200 lbs), with proper bullet placement - but not enough for an elephant, no matter where you hit him.

In the case of the KY shooting, I haven't seen the autopsy report, so I don't know if the bullet penetrated the breastbone (actually cartilage), penetrated a rib bone, or went between rib bones on its way to the heart.

I have confidence that a .22LR will penetrate any of the above across the distance of an average living room.
