"Since sonic booms travel farther the higher the altitude of the aircraft, we have reconsidered will now only go supersonic at lower altitudes to minimize the size of the sonic footprint"
You don't know what a sonic boom is until you've experienced something like a Spark Vark performing low level escort jamming coming over your radar site.

Sounds like someone's been to Tonapah for a Red Flag exercise!

I can tell you exactly what that "reconsideration" will be. "Uhh, sir, the locals are whining about "reconsidering" how much noise we make. Hmmm... yes, we've reconsidered, and we'll be making just as much or more".
Without Holloman, there IS no south central New Mexico.
The folks in Alamogordo and the surrounding areas, including El Paso, bitched about the Phantoms when they were there, the F-117s, the Tornados, and now these. Holloman was there before Alamogordo was much more than a wide spot in the road.

The solution is simple.
BRAC Holloman, move the aircraft elsewhere. Preferably somewhere with overwater training areas.
Problem solved. (Any economic impact is Not Our Concern. They wanted the airplanes to go away, and away they went.)

I'm sure we can find room for another air base here in San Diego, then they can fly out over the ocean and/or south of the border and make as many sonic booms as they want. What, do you think the Mexican Air Force is going to try and catch them? LOL!
