I heard it as "The West will sell us the rope we will use to hang them with."
Don't we have Foreign Aid money going to China, too?
The use of the word "but" usually indicates that everything preceding it in a sentence is a lie.
E.g.:
"I believe in Freedom of Speech, but". . .
"I support the Second Amendment, but". . .

We apparently spend about $28M a year the listed under aid. I could not find a breakdown but description indicated it was funding "rule of law initiatives" and such via USAID. Not much $$$, good chance it is just laundering CIA money....
