The use of the word "but" usually indicates that everything preceding it in a sentence is a lie.
E.g.:
"I believe in Freedom of Speech, but". . .
"I support the Second Amendment, but". . .

We apparently spend about $28M a year the listed under aid. I could not find a breakdown but description indicated it was funding "rule of law initiatives" and such via USAID. Not much $$$, good chance it is just laundering CIA money....
