It's possible he was hiding for some reason- it's also possible for a man to get stuck/hurt

I'm extrapolating from industrial areas to a ship, but it's a real concern in manufacturing

Or he Blue Falconed his buddies once too often and got duct taped to the overhead of a rope locker that turned out to be used less often than they thought it was.

Probably he decided to take a nap in an out of the way spot and then panicked and hid when he realized that he slept through a watch and/or muster and everyone was looking for him.

some Seaman Apprentice in 1st Looey is loving it -- this guy will take over cleaning heads and chipping paint with a nailgun for the next 3 months.
