Then, it might be better if they mandate that EV's only charge at controlled outlets where they charge more per kW. Pass the surcharge on as a tax.

I'm too indifferent to read the thing in depth - how do they propose to calculate these charges? Drop by the IRS once/month for them to take a picture of your odometer?

The easiest method in states that have yearly inspection stickers would be to attach a tax form to the inspection sticker.

Inspection station inspects the vehicle, inputs the mileage into an online data bank. Data bank compares this years odometer reading to last years on registered vehicle, figures annual mileage, and issues a tax bill. Inspection station prints out tax bill form and gives it to the vehicle owner.

But.........some states have no annual vehicle inspection, so that wouldn't work in those states.

Then the Fed.gov will have to pay the states to set up such a system. SCOTUS ruled on that type of thing years ago.

With all the bull shit that Xiden is putting forth(or, more likely, others with him signing the paperwork... when he's awake), some states may just decide not to play.
Florida's already posted notice that they are not going along with a COVID "passport". And DeSantis is mightily pissed at the CDC trying to keep cruise ships from sailing from US ports in Florida. If they're sailing from a state-owned port, he should just overrule them and have the FSP enforce it.

You know, we may well be approaching a scenario similar to the book "Unintended Consequences" ........... :?
