I guess Florida is different...in Texas, all deputies are employed at the behest of the sheriff or constable. Both are elected positions. So the sheriff or constable can fire any deputy at any time. (Including the election of a new one, although this is rare now days.)

In Ohio I think any one with the rank of Captain or above is employed at will by the Sheriff.
