Is Hillary ineligible for Secretary of State spot?

Article One, Section Six of the U.S. Constitution says:

No Senator or Representative shall, during the Time for which he was elected, be appointed to any civil Office under the Authority of the United States which shall have been created, or the Emoluments whereof shall have been increased during such time; and no Person holding any Office under the United States, shall be a Member of either House during his Continuance in Office.

Doesn't look like it. The office of secstate wasn't recently created, nor has the salary been increased, AFAIK. She'll have to quit the senate, of course.

the sec state job had its pay raised by the last session of the senate

Not to be rude, but are seriously discussing Constitutional law and the appearance of impropriety in the same breath as Hillary Clinton?
And may I say, from a moral point of view, I think there can be no justification for shoving snack cakes up your action.
