Supervisors ask sheriff about restricting concealed weapons
County board expresses concerns on new tighter policies.

The Orange County Register
Sheriff Sandra Hutchens has come under fire from Orange County supervisors over her tightening of concealed weapons permits.
Hutchens was before the board of supervisors Tuesday to present her long-awaited, 120-day report on the state of the department. And while she touted the work of rank-and-file officers, as well as volunteers and command staff, her gun policies drew the most attention. Hutchens was appointed by supervisors on a 3-2 vote in June following the October 2006 indictment of former Sheriff Mike Carona.

Since I'm not from Cali I have to ask, does the sheriff have that much power to require those or is that something left up to the state to regulate?

You have to request a CCW permit from the local sheriff. Here in Cali, it's pretty much a foregone conclusion you will be sumarily refused, unless you are a diamond transporter or something.

It all depends on which county in which you reside. Every county bordering Sacramento usually will issue, but not Sacramento County, oh noes. Because our Sheriff has his eyes on a bigger prize.
There are quite a few lawsuits wending their way through the system over permit denials, over equal access. How come Feinswine can have a SF permit, but virtually no one else can?
Also, City Police Chiefs can issue as well, but most defer to their County Sheriffs (who are also the County Coroners).

Ah, OK. I know that here in San Diego, the answer is basically 'Hell No'.
I understand though that there is an up-and-coming potential new Sheriff that is more gun-friendly. Can't remember who he is or where I heard that...maybe it was 308Mike?

Not me, I'm no politician. I'm sure much of the department would love me (some would hate me because I hold people accountable), but I probably wouldn't make many friends on the Board of Supervisors, who control the department's budget.
I imagine I'd have to more than double the size of the CCW permit staff to handle the backlog of permit requests to make sure we'd catch those trying to slip in an invalid request to make us look even worse in the press (the media would already be picking on me for increasing the number of guns "on the street").
Since I'm not running, I'm throwing my support behind
Jay LaSuer, who believes honest law-abiding citizens should be able to CCW.

what a bunch of scumbags... someone needs to file a USC 18 s 242 case against the whole damn state...
they are purposely and maliciously denying US citizens their rights

Did you happen to read
this post about Restoring the Second Amendment - and the
Nordyke case which has been winding its way through the California courts for the last 10 years - to bring incorporation to California? Particularly this part:
Last week, four preeminent legal scholars—Michael Kent Curtis, Richard Aynes, Michael Lawrence, and William W. Van Alstyne—
filed a friend of the court brief arguing that the 14th Amendment "and specifically its privileges or immunities clause were designed to forbid states from abridging fundamental rights of citizens, including those rights in the Bill of Rights." The Second Amendment, of course, is right there on that list.
We're still fighting in California, and making this a SHALL ISSUE state is on the list (besides getting rid of the damn stupid AWB).

Yep, CA is a "May Issue" state county by county. It generally falls to the Sheriff in most counties by agreement with the overlapping city law enforcement agencies.
Mike beat me to it, Jay La Suer for Sheriff in San Diego. $5, $10, or $20 to him will go a long way to getting a great guy w/ a stellar, vocal RKBA track record. I've been tracking him since we moved to La Mesa in '91 when he was a councilman there.
