I'm not saying they shouldn't do so... I'm just saying... well, that requirement's already clearly in the USCON, and until SCOTUS really starts slapping back at the Congress about over-stepping their bounds, the odds are slim that it will achieve anything -- but I'm all for anything that might promote awareness of the USCON.
